RTC-KPVTC, Davao Sparks Vital Talk on Mental Health, Reproductive Rights, and Disability Inclusion

With a call to go beyond technical skills and embrace civic awareness, the Regional Training Center – Korea-Philippines Vocational Training Center (RTC-KPVTC), Davao held a powerful forum titled “Awareness and Action: Understanding Health and Social Welfare Laws” on May 23, 2025, at its Multi-Purpose Hall. The event brought together trainees, staff, and guests for an afternoon of eye-opening discussions on mental health, reproductive rights, and disability inclusion, led by a panel of expert speakers.

The forum was part of RTC-KPVTC’s initiative to promote understanding of key national laws that protect the health and welfare of every Filipino. Through the support and coordination of the Department of Health (DOH), the event aimed to help future professionals not only sharpen their skills but also become informed citizens who understand the laws that uphold their well-being and dignity.

Three expert speakers took the stage. Ms. Louiela Jane Angcon, a registered psychometrician and mental health advocate, unpacked the Mental Health Act (RA 11036), emphasizing the right to access mental health services and the urgent need to end stigma. Ms. Fairuz C. Diamona-Dinalo, a registered nurse, gave a comprehensive talk on the Responsible Parenthood and Reproductive Health Act (RA 10354), highlighting how reproductive health education empowers families to make responsible choices. Meanwhile, social worker Ms. Estrella S. Lozada shed light on the Magna Carta for Disabled Persons (RA 7277, as amended by RA 10754), outlining how the law supports persons with disabilities in education, employment, and social participation.

“These laws exist to protect not just our trainees, but also their families and communities,” said Engr. Constantino B. Panes Jr., Ed.D, Center Administrator, in his opening remarks. “Understanding your rights is just as important as mastering your trade. Knowledge is power — not only for your career but for your life.”

The forum concluded with a strong reminder from Mr. Mario Dela Cerna, head of the Training Department, encouraging everyone to carry forward what they had learned: “Let’s not stop at awareness. Let’s take action and become advocates in our own circles.”

As participants walked out of the hall, they didn’t just leave with information — they carried with them a renewed sense of responsibility to build a society that is healthier, more informed, and truly inclusive.
