Pipes of Progress: TESDA XI RTC-KPVTC Davao Levels Up Training with Plumbing NC III Program

From May 13 to 15, 2025, the Regional Training Center – Korea-Philippines Vocational Training Center (RTC–KPVTC) Davao held a transformative three-day Capability Building Program and Competency Assessment for Plumbing NC III, empowering TESDA trainers and Civil Engineering Technology trainees to meet industry standards and raise the bar for skills excellence.

Authorized under TESDA XI’s Office Order No. 070, series of 2025, this initiative assembled 7 seasoned TESDA trainers and 12 third-year trainees from the Diploma in Civil Engineering Technology (DCET) program to sharpen their technical competencies in plumbing. The program was held at the RTC-KPVTC, Davao’s DCET Lecture Room and Practical Area in Buhisan, Tibungco.

The event stood out not only for its hands-on workshops and technical demonstrations aligned with the Plumbing NC III Training Regulations, but also for the guidance of guest speaker and lead assessor Engr. Rey F. Escuadro from Region VII. A multi-awarded industry veteran and licensed professional in multiple disciplines, Engr. Escuadro brought invaluable expertise and inspiration, highlighting the values of excellence, integrity, and adaptability in his keynote address.

Beyond personal growth for participants, the program reinforced TESDA’s commitment to creating a highly skilled, globally competitive workforce in the construction sector. All participating trainees passed the competency assessment and are now qualified for National Certificate Level III, while trainers successfully completed their capability enhancement.

“This kind of training is exactly what we need to push our standards forward,” said Engr. Constantino B. Panes, Jr., Ed.D., Center Administrator of RTC-KPVTC, Davao. “Our trainers and trainees are better equipped, more confident, and more motivated to deliver real impact in their respective fields.”

As the tools are packed away and certificates await distribution, one thing is clear: this initiative is more than just a training — it’s a bold step toward building a nation of capable hands and empowered futures.
