METRO MANILA — August 20, 2026 — The TESDA XI Regional Training Center–Korea Philippines Vocational Training Center (RTC-KPVTC) formally accepted Ms. Moon Young Mi, a Korea International Cooperation Agency (KOICA) Korean Overseas Volunteer (KOV) assigned to the Center, during the Co-Management Meeting and Turn-Over Ceremony for KOV Batch 95 held at the Philippine National Volunteer Service Coordinating Agency (PNVSCA) Office.
Ms. Jasminne N. Omalza, TESD Specialist II of RTC-KPVTC, represented the Center during the activity and formally accepted Ms. Moon on behalf of RTC-KPVTC as its newly assigned Korean Overseas Volunteer.
Ms. Moon is one of the Korean Overseas Volunteers under KOV Batch 95 and is assigned to RTC-KPVTC in Tibungco, Davao City for the project “Advancing Bakery and Confectionery Program.” Her assignment will support the Center’s Baking and Confectionery training and related initiatives through knowledge sharing, skills enhancement, and cultural exchange.
The program began with the Co-Management Meeting, which provided the volunteers and representatives of their respective Local Partner Institutions (LPIs) with orientations on volunteer management and the KOICA-KOV Program.
Ms. Pia Castillo, Senior VSO, PCMED of PNVSCA, facilitated the orientation on PNVSCA and the National Volunteer Service Program, including volunteer management roles and challenges. The session provided the participating Local Partner Institutions with guidance on their responsibilities in supporting and managing their assigned volunteers.
This was followed by the KOICA-KOV Orientation facilitated by Ms. Catherine Mendoza, Program Officer of KOICA, which provided an overview of the KOICA-KOV Program and discussed working with Korean Overseas Volunteers, particularly in relation to culture and work ethics.
The Turn-Over Ceremony formally presented the members of KOV Batch 95 to their respective Local Partner Institutions. Ms. Lee Sangmi, Deputy Country Director of KOICA, delivered a message during the ceremony, followed by the self-introduction of the KOV volunteers.
During the Acceptance of Volunteers, Ms. Omalza formally accepted Ms. Moon Young Mi on behalf of RTC-KPVTC, signifying the Center’s commitment as her Local Partner Institution to provide the necessary institutional support and coordination throughout her volunteer assignment.
The KOV volunteers also delivered their Pledge of Commitment, affirming their dedication to their respective projects and host institutions. The program concluded with a closing message from Mr. Donald James D. Gawe, Executive Director of PNVSCA, followed by the Philippine Volunteers March.
Ms. Moon’s formal acceptance follows a series of courtesy calls conducted on August 10–11, 2026, which introduced her to TESDA XI officials, local government and law enforcement authorities, DEPDev XI, and representatives of the Korean community in Davao City.
Through Ms. Moon’s deployment and the “Advancing Bakery and Confectionery Program,” RTC-KPVTC looks forward to strengthening its Baking and Confectionery training initiatives, facilitating knowledge and skills exchange, and providing additional opportunities for trainers and trainees to benefit from international volunteer cooperation.
The deployment further strengthens the continuing partnership among TESDA, RTC-KPVTC, KOICA, and PNVSCA in advancing technical vocational education and training, volunteerism, cultural exchange, and Philippines–Korea cooperation.
