
The Regional Training Center – Korea Philippines Vocational Training Center (RTC-KPVTC) Davao proudly represented the Philippines in the Asian Productivity Organization (APO) Workshop on Boosting Workplace Productivity through Effective Practices, held in Phnom Penh, Cambodia, from November 18 to 21, 2025. The four-day learning event, hosted by the National Productivity Centre of Cambodia (NPCC), brought together government and industry delegates from 13 APO member economies across Asia to strengthen cooperation on workplace efficiency and public sector performance.
Representing TESDA XI was Ms. Jasminne N. Omalza, TESD Specialist II, who joined productivity leaders, professionals, and institutional representatives for an intensive training aimed at enhancing operational excellence in government service delivery.
Collaborative Learning Led by APO and NPCC

With APO’s mandate to advance productivity and innovation across Asia and NPCC’s leadership in Cambodian national competitiveness, the workshop served as a venue for meaningful exchange among participating countries. Expert facilitators from Japan, Malaysia, and Cambodia led discussions on leadership behaviors that drive productive workplaces, agile and inclusive organizational culture building, and data-driven productivity measurement through performance indicators. The sessions also provided practical insights into workflow optimization using digital tools and gemba approaches, as well as service redesign and continuous improvement strategies applicable to both public and private institutions. The workshop featured group tasks, case analyses, and strategic planning exercises that challenged participants to develop realistic, scalable productivity solutions tailored to their respective organizations.
Productivity Benchmarks: Vital Premium Water and Canadia Bank
A significant highlight of the program was the industry benchmarking visit on November 20, which showcased how productivity principles are applied across diverse economic sectors. At N.V.C. Corporation Co., Ltd. (Vital Premium Water), participants observed lean manufacturing systems, IoT, and competency-based workforce development programs designed to sustain efficiency and quality control.

Meanwhile, the benchmarking activity at Canadia Bank demonstrated how digital transformation, centralized dashboards, and technology-enabled customer processes significantly enhance workplace productivity in one of Cambodia’s largest financial institutions. The bank showcased its self-service systems for opening accounts, depositing and withdrawing funds, and producing ATM cards through an on-site card embossing machine. These innovations reduced processing time, minimized frontline workload, and improved customer experience. The site visit highlighted how continuous improvement methodologies transcend industrial operations and can be effectively implemented in service-oriented sectors such as finance and public administration.

The training reinforced significant directions for the training center, particularly the institutional commitment to adopting data-driven Key Performance Indicators (KPIs) in training, assessment, and administrative systems. It also highlighted the need to enhance workflow efficiency in alignment with the ISO 9001:2015 Quality Management System and to sustain digital transformation initiatives, including improvements in systems such as HRIS and other operational software. In addition, the event emphasized the importance of strengthening leadership competencies and workforce capability within technical-vocational education and training (TVET) institutions to foster a culture of excellence, accountability, and innovation.

Testament to TESDA’s Commitment to Global Excellence
The participation of RTC-KPVTC Davao reflects TESDA’s steadfast support for international collaboration in enhancing public sector productivity. It aligns with the objectives of the Philippine Development Plan (PDP) and the National Technical Education and Skills Development Plan (NTESDP), both of which underscore the importance of building a globally competitive and innovation-driven workforce.
